
Mr. Samuel Leung is a Partner in Hastings & Co.'s litigation and dispute resolution practice. Samuel was admitted as solicitor in Hong Kong in 2007. He obtained his LLB (Hons) degree and his PCLL from the University of Hong Kong.
Samuel focuses on civil litigation and dispute resolution in a wide range of cases including commercial and contractual disputes, administrative and public law proceedings, injunctions, debt recovery, personal injury and employees' compensation, matrimonial matters, landlord and tenant disputes and recovery of possession, insurance litigation etc.
Samuel has advised banks and financial institutes on commercial disputes and also has vast experience in advising and representing government departments and statutory bodies including the Housing Authority, the Lands Department and the Urban Renewal Authority on building management matters, tenancy matters as well as in land resumption-related disputes resolution and litigations. He has represented both applicants and respondents, including the Housing Authority, in judicial review proceedings.
Samuel has provided legal advice and support to the Appeal Panel (Travel Industry Ordinance) of the Tourism Commission since its inception, and has been facilitating its setting up and subsequently its performing statutory functions and exercising statutory powers since August 2022. He has been responsible for providing legal advice and support at appeal hearings of the appeal board.
Samuel has extensive experience in a wide range of bankruptcy and winding up matters and has been actively handling insolvency cases assigned by the Protection of Wages on Insolvency Fund Board since 2025.
